ARTICLE 11: SALARIES

11.1     Salary Schedules

 

Each bargaining unit member will receive a salary in accordance with his/her placement on the appropriate salary schedule.  (Salary Schedules are attached as Appendix B-1, B-2 and B-3).

 

11.2     Miscellaneous Provisions

 

11.2.1     The District will reimburse unit members for the cost of the exam to take the BCLAD/CLAD/LDS tests up to two (2) times.  For unit members hired prior to June 2010, the District will reimburse unit members up to two (2) times for the cost of the exam to take the CSET (or any other test designated by the District to allow the unit member to satisfy State and/or Federal requirements of their current teaching assignment).

 

11.2.2    Progression on any of the Teachers’, Psychologists’, or Children’s Center/Preschool Teachers’ salary schedules from one (1) year to the next denotes an incremental increase for experience for those unit members in the District.

 

a.      Salary schedule advancement will only be credited for regular contract work year as defined for each salary schedule (e.g. 183 days for teachers; 195 days for psychologists).

 

b.      For purposes of this section, “paid service” means actual service and the following four exceptions: (1) fully paid sick leave pursuant to Education Code section 44978; (2) industrial accident and illness leave pursuant to Education Code section 44984; (3) YCTA President Leave; and (4) trial/inquest jury service.

 

c.      Effective July 1, 2014, an “incremental increase for experience” for purposes of this Section shall be defined as paid service for at least fifty percent (50%) of the days and hours for the regular contract work period of the Teachers, Psychologists, or Children’s Center/Preschool Teachers, as appropriate.

 

d.      Effective July 1, 2014, if a unit member renders paid service for less than fifty percent (50%) of the days and hours in a given work year, that partial increment shall be accumulated with paid service in the subsequent year, until the unit member has accumulated at least fifty percent (50%) of the days and hours for the regular contract work period of the Teachers, Psychologists, or Children’s Center/Preschool Teachers, as appropriate.  In such case, the unit member will be credited with an incremental increase for experience, and progression on the appropriate salary schedule, the school year following the attainment of at least fifty percent (50%) of the days and hours for the regular contact work period of the Teachers, Psychologists, or Children’s Center/Preschool Teachers, as appropriate.

 

e.      Not later than the end of a paid administrative leave, the District will exercise its discretion as to whether the leave will count towards satisfaction of the fifty percent (50%) requirement in 11.2.2.c. and 11.2.2.d.

 

f.       Hours worked in Extra Pay for Extra Duty assignments do not confer credit on the salary schedule.

 

11.2.3     Should any deflator provision be activated by the State, thereby reducing the School District’s income, or should any other act or condition that would have the same net effect of reducing income below anticipated levels become a reality, negotiations on the Agreement shall be reopened relative to monetary and related items at the call of the Board.  During this period of reduced income and until an agreement has been reached as a result of reopening negotiations, the reduction on any monetary items will not exceed that percentage amount which was imposed upon the District in terms of reduced revenues.

 

11.2.4     Unless otherwise negotiated, any negotiated retroactive salary schedule increase will apply to unit members who rendered service or who retired during the applicable school year.

 

11.2.5     The Children’s Center and Preschool teachers will receive a salary schedule increase provided their budget has the capacity to meet any additional demand for salary increases.

 

11.2.6     Step on the salary schedule, plus anniversary increment, is pro-rated for less than full-time employees.  Pro-rating shall be based on that portion of hours/days worked in relation to the description of hours under Article 2 and Article 6 of this Agreement.

 

 

 

11.3     Provisions for Placement on Teacher Salary Schedule

 

11.3.1     All units are the equivalent of semester units.  For example, quarter units will be converted to semester units by multiplying by two-thirds (2/3).  Fifteen (15) hours of qualifying professional development will equal one (1) semester unit.

 

a.      Units in excess of a Bachelors or Masters degree must be taken subsequent to the awarding of these degrees.

 

b.      Unit members shall have their salaries adjusted retroactively for the school year upon submission of additional units by September 15 of the current school year.

 

c.      Units shall not be earned or credited for salary schedule advancement if the District has either provided paid release time or compensated the unit member for time spent in attendance at the training unless the units are awarded for extra work performed by the unit member outside the training.  If no extra work is performed outside the training and the unit member wants the units to apply to advancement on the salary schedule, he/she may decline the compensation for time spent in attendance at the training to earn the units instead.  The unit member shall notify the District of this option using the Units Approval Form.

 

d.      Units shall be qualified for salary schedule advancement provided the course/training benefits the unit member’s current assignment or the District’s educational program.  Unit members are strongly encouraged to complete the Units Approval Form in advance for a training/course that is not District-sponsored.  Failure to submit a Form in advance does not preclude subsequent approval of the course/training.

 

e.      Unit members shall pay the fees required for the awarding of college units in order for the units to be applied to the salary schedule.

 

11.3.2     Advanced Degrees and Certifications

 

a.      One Thousand Five Hundred Dollars ($1,500.00) above the amount shown on the salary schedule will be paid for an earned Master’s degree; and

 

b.      One Thousand Seven Hundred Fifty Dollars ($1,750.00) above the amount shown on the salary schedule will be paid for a Doctorate with a full teaching credential; and

 

c.      One Thousand Five Hundred Dollars ($1,500.00) above the amount shown on the salary schedule will be paid to teachers who have obtained National Board for Professional Teaching Standards Certification; and

 

d.      One Thousand Five Hundred Dollars ($1,500.00) above the amount shown on the salary schedule will be paid for Certificate of Clinical Competence-Speech Language Pathology (CCC-SLP).

 

e.      The above sums are cumulative.  However, credit shall not be granted for more than one (1) advanced degree or certification in each category (e.g. Masters).

 

11.3.3     Anniversary Increments

 

Anniversary Increments shall only be paid to a unit member on the Certificated Salary Schedule after he/she has been on Column V, Step 13 for at least three (3) years.  For Anniversary Increments in effect for the 2013-2014 school year, see the note that appears at the end of this section (11.3.3).  Effective July 1, 2014, the unit member shall receive:

 

a.      At the beginning of the fourth (4th) year on Column 5, Step 13, One Thousand Three Hundred Seventy-Nine Dollars ($1,379.00).

 

b.      At the beginning of the seventh (7th) year on Column 5, Step 13, an additional One Thousand Six Hundred Fifty-Four Dollars ($1,654.00).

 

c.      At the beginning of the tenth (10th) year on Column 5, Step 13, an additional One Thousand Nine Hundred Thirty Dollars ($1,930.00).

 

d.      At the beginning of the thirteenth (13th) year on Column 5, Step 13, an additional Two Thousand Two Hundred Five Dollars ($2,205.00).

 

e.      At the beginning of the sixteenth (16th) year on Column 5, Step 13, an additional Four Thousand Four Hundred Ten Dollars ($4,410.00).

 

f.       The above anniversary increments are cumulative.

 

Note:      For the 2013/2014 school year, the Anniversary Increments were:

 

1.      At the beginning of the fourth (4th) year on Column 5, Step 13, One Thousand Three Hundred Thirteen Dollars ($1,313.00).

 

2.      At the beginning of the eighth (8th) year on Column 5, Step 13, an additional One Thousand Five Hundred Seventy-Five Dollars ($1,575.00).

 

3.      At the beginning of the twelfth (12th) year on Column 5, Step 13, an additional One Thousand Eight Hundred Thirty-Eight Dollars ($1,838.00).

 

4.      At the beginning of the fifteenth (15th) year on Column 5, Step 13, an additional Two Thousand One Hundred Dollars ($2,100.00).

 

5.      At the beginning of the eighteenth (18th) year on Column 5, Step 13, an additional Two Thousand One Hundred Dollars ($2,100.00).

 

6.      At the beginning of the twenty-first (21st) year on Column 5, Step 13, an additional Two Thousand One Hundred Dollars ($2,100.00).

 

7.      The above anniversary increments are cumulative.

 

11.3.4     Experience credit at the time of initial hire is granted on the basis of one (1) step for each year of properly verified certificated teaching experience with a limitation of twelve (12) years of such credit.

 

11.3.5     Up to five (5) years of experience for vocational or commercial experience may be granted for that vocational or commercial experience that exceeds the experience requirements necessary to obtain the credential.  Such additional vocational or commercial experience, in order to be deemed acceptable, must conform to the type of work experience appropriately related to the teaching subjects, as determined and held acceptable by the credential commission.  Vocational or commercial experience for salary placement will be granted only to holders of credentials with a specialization in vocational trade and technical teaching and only if the unit member is teaching in those subject areas, as required by the District, and that are authorized by the credential.

 

11.4     Provisions for Placement on School Psychologists’ Salary Schedule

 

11.4.1     Advanced Degrees and Certifications

 

a.      One Thousand Five Hundred Dollars ($1,500.00) above the amount shown on the salary schedule will be paid for an earned Master’s degree; and

 

b.      One Thousand Seven Hundred Fifty Dollars ($1,750.00) above amount shown on the salary schedule will be paid for a Doctorate with a School Psychologist’s credential; and

 

c.      One Thousand Five Hundred Dollars ($1,500.00) above the amount shown on the salary schedule will be paid to teachers who have obtained National Board for Professional Psychologist Certification.

 

d.      The above sums are cumulative.  However, credit shall not be granted for more than one (1) advanced degree or certification in each category (e.g. Master’s).

 

11.4.2     Anniversary Increments

 

Anniversary Increments shall only be paid to a unit member on the Psychologists’ Salary Schedule after he/she has been employed by the District for fifteen (15) years.  For Anniversary Increments in effect for the 2013/2014 school year, see the note that appears at the end of this section (11.4.2).  Effective July 1, 2014, the unit member shall receive:

 

a.      At the beginning of the sixteenth (16th) year in the District, One Thousand Three Hundred Seventy-Nine Dollars ($1,379.00).

 

b.      At the beginning of the nineteenth (19th) year in the District, an additional One Thousand Six Hundred Fifty-Four Dollars ($1,654.00).

 

c.      At the beginning of the twenty-second (22nd) year in the District, an additional One Thousand Nine Hundred Thirty Dollars ($1,930.00).

 

d.      At the beginning of the twenty-fifth (25th) year in the District, an additional Two Thousand Two Hundred Five Dollars ($2,205.00).

 

e.      At the beginning of the twenty-eighth (28th) year in the District, an additional Four Thousand Four Hundred Ten Dollars ($4,410.00).

 

f.       The above anniversary increments are cumulative.

 

Note:      For the 2013/2014 school year, the Anniversary Increments were:

 

1.      At the beginning of the seventeenth (17th) year in the District, One Thousand Three Hundred Thirteen Dollars ($1,313.00).

 

2.      At the beginning of the twenty-first (21st) year in the District, an additional One Thousand Five Hundred Seventy-Five Dollars ($1,575.00).

 

3.      At the beginning of the twenty-fourth (24th) year in the District, an additional One Thousand Eight Hundred Thirty-Eight Dollars ($1,838.00).

 

4.      At the beginning of the twenty-seventh (27th) year in the District, an additional Two Thousand One Hundred Dollars ($2,100.00).

 

5.      At the beginning of the thirtieth (30th) year in the District, an additional Two Thousand One Hundred Dollars ($2,100.00).

 

6.      At the beginning of the thirty-third (33rd) year in the District, an additional Two Thousand One Hundred Dollars ($2,100.00).

 

7.      The above anniversary increments are cumulative.

 

11.5     Provisions for Placement on Preschool and Children’s Center Salary Schedule

 

11.5.1     All substitutes are paid at Column I, Step 1.

 

 

11.5.2     All units are the equivalent of semester units.  For example, quarter units will be converted to semester units by multiplying by two-thirds (2/3).  Fifteen (15) hours of qualifying professional development will equal one (1) semester unit.

 

a.      Unit members shall have their salaries adjusted retroactively for the school year upon submission of additional units by September 15 of the current school year.

 

b.      Units shall not be earned or credited for salary schedule advancement if the District has either provided paid release time or compensated the unit member for time spent in attendance at the training unless the units are awarded for extra work performed by the unit member outside the training.  If no extra work is performed outside the training and the unit member wants the units to apply to advancement on the salary schedule, he/she may decline the compensation for time spent in attendance at the training to earn the units instead.  The unit member shall notify the District of this option using the Units Approval Form.

11.5.3     A teacher designated as “Head Teacher” is to receive One Dollar ($1.00) per hour above his/her appropriate step placement.

 

11.5.4     Experience credit is granted on the basis of one (1) step for each year of properly verified certificated teaching experience within an appropriate program.

 

11.5.5     Children’s Center teachers and Preschool teachers will be paid on the following formula:

 

                                         hourly rate x hours worked per day x days worked per year    

                                                number of months worked as full-time employee

 

11.5.6     The Preschool and Children’s Center teachers shall receive a salary schedule increase provided their budget has the capacity to meet any additional demand for salary increases.  In the event that teachers from the Preschool and Children’s Center did not receive the same adjustment to their salary schedule as the rest of the unit in the previous year, the District will set aside unexpended, unrestricted Preschool and Children’s Center monies to adjust the salary schedule up to the same level as certificated staff.

 

11.5.7     Anniversary Increments (Based on Unit Member on Column III)

 

For Anniversary Increments in effect for the 2013-2014 school year, see the note that appears at the end of this section (11.5.7).  Effective July 1, 2014, the unit member shall receive:

 

a.      Children’s Center teachers and Preschool teachers shall receive an additional Thirty-Two Cents ($0.32) per hour beginning on step eleven (11) and continuing through step fifteen (15).

 

b.      An additional Thirty-Two Cents ($0.32) will be paid beginning on step sixteen (16) and continuing through step twenty (20).

 

c.      An additional Thirty-Two Cents ($0.32) will be paid beginning on step twenty-one (21) and continuing thereafter.

 

d.      The above anniversary increments are cumulative.

 

Note:      For the 2013/2014 school year, the Anniversary Increments were:

 

a.         Children’s Center teachers and Preschool teachers shall receive an additional Thirty Cents ($0.30) per hour beginning on step eleven (11) and continuing through step fifteen (15).

 

b.         An additional Thirty Cents ($0.30) will be paid beginning on step sixteen (16) and continuing through step twenty (20).

 

c.         An additional Thirty Cents ($0.30) will be paid beginning on step twenty-one (21) and continuing thereafter.

 

d.         The above anniversary increments are cumulative.
